Pre-Qualification Questionnaire – Short Listing Suppliers
The term ‘PQQ’ refers to a Pre-Qualification Questionnaire which is used in the Restricted Procedure of the Public Contracts Regulations 2015. It is a way of shortlisting suppliers during a procurement to be able to ensure that only those invited to the subsequent ‘Tender’ stage have the capacity and capability to undertake the work if awarded the contract.
PQQs tend to include questions relating to the past, e.g. can the company provide evidence that they have the necessary systems and procedures currently in place to deliver the contract, health and safety, environmental / sustainability requirements, and that they are legally compliant in relation to equal opportunities and tax.
It also provides an opportunity for the company’s financial standing to be examined (or those of their parent company or guarantor), so that the public sector organisation can ensure that there is minimal risk of insolvency and that the contract will not account for the majority of the supplier’s turnover (as this would negatively result in their reliance on the contract).
Finally, a PQQ provides an opportunity for the supplier’s past performance to be examined, where they would need to provide evidence of previous cases where they have delivered similar services recently.
Tenders tend to focus on the future, and examine how the supplier would deliver the contract if awarded. This can include asking questions regarding the personnel that would be used to deliver the service to ensure that an appropriate number is used and that they have the necessary skills and experience. It can also include questions relating to the timescales and methodology that will be used to deliver the contract thereby providing the public sector organisation with assurance that the requirements of the specification will be met in full.
Finally a Tender will require the provision of commercial information which will confirm the price that would be paid to the supplier to deliver the contract as well as providing the public sector organisation with insight into the build-up of this price, i.e. the costs of the different elements.
